Speech by Commissioner Elisa Ferreira at the High-level event of the Belgian Presidency on European Urban Policy

 
(...) First, we should not see the urban and rural as two distinct and totally opposed worlds. As you recognise in the declaration, this is not a zero-sum game.
On the contrary, urban areas and rural areas are firmly interconnected, and depend on each other.
Our aim must be to help cities and urban areas reach their full potential, to the benefit of all. 

The second lesson I would urge you to bear in mind is that we must create a level playing field between cities.
Large cities have long been a motor of development and jobs. But as you rightly recognise, this has been at the cost of congestion, of environmental and health issues, of inequalities within the city.
By creating a more level playing field, a multi polar model of growth, Europe's small and medium-sized cities can live up to their full potential.
This will have the double benefit of strengthening the regions which depend on these smaller and medium cities, as well as easing the congestion in Europe's larger cities. (...)
