The Council discussed the future
management of the EU's external borders, such as the developing
collective responsibility of member states and Frontex, the use of new
technologies and the issue of how to improve use of the existing
monitoring and evaluation mechanism to verify the application of the
Schengen acquis.

The Council agreed on a general
approach on proposals on public service contracts for domestic rail
passenger services and stronger governance of railway infrastructure.
The proposals are part of the market pillar of the fourth railway
package.

The Council reached a political
agreement on a draft directive aimed at improving transparency in the
assurances given by member states to companies about how their taxes are
calculated.

The Council discussed how to deepen
the social dimension in EU governance. It endorsed the key messages of
the report on social policy reforms which looks at the issues of social
inclusion, pensions, health and long-term care.

micro-economic issues and held a debate as to how to maximise European
added-value through making sure that EU regulation contributes to
removing barriers to the Single Market.

states, has taken a range of measures to address the challenges created
by migration. The Council and European Council are intensifying efforts
to ensure an adequate and appropriate response to the current refugee

assessment that the conditions to move to the first step of phase two on
the high seas of EUNAVFOR MED have been met. It also prolonged by six
months EU sanctions over actions against Ukraine's territorial
integrity, sovereignty and independence.

During the exchange of views which
took place in the extraordinary meeting of the Agriculture Council,
ministers expressed strong concerns about recent developments in a range
of agricultural sectors, in particular the dairy and pigmeat sectors.
