(...) The European Commission has published a study that assesses the short-term working arrangements (STWA) that have been introduced in different EU countries and looks at how these have been used in the context of the economic crisis.
In a number of Member States, publicly sponsored short-time schemes are an integral part of the unemployment insurance system. These schemes provide firms with a buffer to avoid mass lay-offs during temporary downturns, while sharing the burden of the adjustment among workers and between workers, government and employers.
