On 19 October, EU leaders agreed to consolidate the current strategy to control migration flows. They also said they were "ready to do what it takes for Europe to go digital". On 20 October, they endorsed the Leaders' Agenda and they agreed to start internal preparations for the 2nd phase of the Brexit talks.

The Council discussed the implementation of the Joint Comprehensive Plan of Action, the Iran nuclear deal. EU foreign ministers agreed on a statement on the JCPOA. The Council also addressed the situation in the Korean peninsula, in view of the recent provocative acts by the Democratic People's Republic of Korea (DPRK).
