Wide-ranging
consumer protection: The European system has developed over 30 years,
with direct benefits for consumers in various areas of their daily
lives. High standards and more choice: EU rules impose the highest
safety requirements in the world, not least for toys. Lower prices:
Mobile phone roaming costs have decreased by 92 % since 2007 and will be
abolished in June 2017. All European travellers will then 'roam like at
home'. More safety: Thanks to EU road safety laws, Europe has the
lowest accident fatality rate in the world – deaths fell by 43 % between
2001 and 2010 and again by 17 % from 2010 to 2015.

On
30 November 2016, the European Commission launched a legislative
package entitled 'Clean energy for all Europeans'. This includes a
recast of the existing Directive on the promotion of renewable energy
sources ('RES Directive') to help meet the goals of the 2030 EU Climate
and Energy Framework, in particular the binding target of a 27 % EU
share of RES in final energy consumption by 2030. The recast directive
would be aligned to related legislation on governance of the energy
union and electricity market design, also proposed as part of the clean
energy package. The recast RES directive provides guiding principles on
future financial support schemes for RES, renewable energy
self-consumption, renewable energy communities, and district heating and
cooling systems. The directive enhances mechanisms for cross-border
cooperation, simplifies administrative processes, strengthens the
sustainability and greenhouse gas emissions savings criteria for
biofuels, and outlines measures to mainstream the use of RES in the
transport and heating and cooling sector. First edition. The ‘EU

30 November 2016, the Commission proposed a regulation on governance of
the energy union, as part of its 'Clean energy for all Europeans'
package. The proposal is designed to integrate and simplify planning,
reporting and monitoring obligations of the Commission and EU Member
States, to make it easier to monitor overall progress and address
weaknesses in implementing the goals of energy union, in particular the
EU targets on renewables, energy efficiency and greenhouse gas emissions
set out in the 2030 Climate and Energy Framework. National energy and
climate plans are to be prepared for the 2021-2030 period, followed by
progress reports. Both plans and reports will use binding templates, and
gain early input from the Commission. The reform includes enhanced
measures for public and regional consultation. It also proposes to set
up national and EU registries and inventories on greenhouse gas
emissions, as a means to assess progress in meeting the goals of the
Paris Climate Change Agreement. The proposal also outlines some
additional measures the Commission can take to ensure EU targets on
renewables and efficiency are met.

bio-organisms, pheromones or essential oils, could replace conventional
ones that are suspected of harming the environment and human health.
MEPs wonder why some member states hesitate or refuse to approve them
and want the EU Commission to propose a revision of the rules to
accelerate the approval process.

Plenary
sessions : Plans to boost greenhouse-gas emission curbs through the EU
carbon market (EU ETS), so as to bring EU climate policy into line with
the aims of the Paris agreement, were backed by Parliament on Wednesday.
MEPs supported the Commission proposal to reduce the number of “carbon
credits” (emission allowances) to be auctioned by 2.2% each year, and
want to double the capacity of the 2019 market stability reserve (MSR)
to absorb the excess of allowances on the market.

The
Justice programme aims at contributing to the development of the
European area of justice based on mutual recognition of judicial
decisions from the Member States and mutual trust between their national
judiciaries. It promotes in particular judicial cooperation, judicial
training, as well as effective access to justice in Europe, including
rights of crime victims. The programme has been established by
Regulation No 1382/2013 for the 2014-2020 period. All Member States
except the United Kingdom and Denmark participate.

15 July 2015, the Commission proposed a new regulation on energy
efficiency labelling as part of its summer energy package. The proposed
regulation seeks to restore the A-G scale for energy labelling; create a
mechanism for rescaling products that can accommodate further
improvements in energy efficiency; establish a product database on
energy efficiency; and introduce a safeguard procedure to improve
national market surveillance. Detailed legislation on energy labelling
of household appliances would subsequently be adopted in the form of
delegated acts. While the proposal is supported by consumer and
environmental groups, industry groups are concerned that a major change
in energy labelling could have a negative impact on both producers and
consumers, acting as a disincentive to greater energy efficiency. The
Council adopted a general approach in November 2015. The Parliament
approved a set of legislative amendments in July 2016. Several trilogue
meetings were held at political and technical level in autumn 2016.
Ongoing institutional dialogue to resolve the remaining areas of
disagreement may see further trilogue negotiations. This briefing
